LOCATION

This is a fully remote position based in the United States, and IYF will consider remote candidates in the following states only: California, Colorado, Florida, Indiana, Iowa, Illinois, Maryland, Massachusetts, New York, North Carolina, South Carolina, Tennessee, Virginia, Washington, and Washington D.C. Candidates outside of the Eastern Standard Time (EST) time zone should be willing to work EST hours. Candidates in other states or outside the United States will not be considered.

PURPOSE OF THE ROLE

The Grants and Contracts Specialist is a member of the iFAAM team that consists of IT, Finance, Accounting and the Awards Management Unit (AMU). This position will assist the AMU in monitoring adherence with the terms and conditions of agreements and provide support on contracts and subcontracts from the pre-solicitation stage through completion or closeout, consistent with IYF’s policies and procedures.

The Grants & Contracts Specialist is responsible for the administration of all aspects of IYF’s government-funded projects, including review of proposals and budgets, and maintenance of agreement files. The Grants & Contracts Specialist will work closely with program managers and Finance Leads to ensure that the terms and conditions of agreements are met and properly documented. The Grants & Contracts Specialist provides technical support services to all staff involved with government-funded projects including proposal writers, program managers, and other finance/accounting staff. The Specialist serves as a point of contact within IYF for questions and issues in government agreement compliance.

RESPONSIBILITIES

  • Review USG grant awards, agreements and amendments ensuring consistency and accuracy between budgets and statements of work. Compare award with IYF’s proposal to ensure consistency and accuracy between the proposal and the award document.
  • Prepare Award compliance notes for agreements and amendments, outlining pertinent compliance and financial requirements; distribute to appropriate staff.
  • Review service agreements and work with program staff on revisions. Liaise with Supervisor as needed.
  • Manage IYF contract management database ensuring the integrity of the data input into the system.
  • Maintain grant files and handle correspondence and communications.
  • Assist Business Development team in the review of proposal budgets and in the preparation of Representations & Certifications for proposals in response to RFA’s & RFP’s and other solicitation documents.
  • Track outstanding requests, pending documents and various other issues and follow up with staff and donors when necessary.
  • Work closely with iFAAM team to ensure the smooth functioning of the AMU and handle special projects as assigned.
  • Review proposals, agreements, amendments, extensions for government funded projects at IYF to ensure compliance with government regulations and internal policies and procedures. This includes, but is not limited to, reviewing allowability costs, procurement, equipment inventory, terms and conditions and subsequent administration of awards.
  • Prepare sub-award agreements between IYF and local overseas organizations, as needed. Monitor SC sub-recipients of funds to ensure compliance with federal requirements for foreign sub-recipient monitoring. Work with supervisor to establish standard procedures for IYF in sub-recipient monitoring.

QUALIFICATIONS:

  • Bachelor’s Degree in a field relevant to IYF’s mission and programs (Social Science, Economics, International Relations, Public Policy).
  • Minimum of 3 years of demonstrated experience in grants administration of federal and/or multilateral funds.
  • Current knowledge of applicable federal regulations required including 2 CFR 200 as well as FAR and DFAR clauses.
  • Demonstrated knowledge of and substantial experience managing compliance with the award rules and regulations of USAID and other Overseas Development Assistance funders required. Similar award management experience with other major institutional donors desired.
  • Initiative, good judgment, and ability to work independently.
  • Excellent organizational skills and attention to detail.
  • Strong computer skills with experience working with database programs, Microsoft.
  • Experience administering federal awards in an international context is highly desirable.
  • Ability to research award requirements, collaborating with donor and partner officials, and assess and mitigate compliance risks for successful project delivery.
  • Experience with spreadsheets programs, Microsoft Office package preferred.
  • Ability to set priorities, organize time efficiently and work independently and at several tasks at once. Demonstrated ability to interpret and explain complex issues and identify those with financial implications.
  • Excellent oral and written communications skills in English. Must demonstrate a service first focus and be able to work with a wide range of IYF staff.
  • Excellent analytical/problem solving skills as well as interpersonal skills.
  • Excellent computer skills, including use of MS Office suite (Word, Excel, Outlook and PowerPoint), and experience using online management information systems (e.g. Salesforce) and/or collaboration platforms (e.g. SharePoint) is an added benefit.
